Live Fiji Rock

How long should I wait to put my cleaner shrimp into the new tank I set up?
I am making a refugium for my cleaner shrimp: he’s being eaten alive by my overly agressive (or hungry) yellow tang. Shrimp is being taken out of the 55 gal well established tank with all other fish in it and being put into a 5 gallon refugee tank indefinitely.
I set the tank up yesterday, converting a freshwater setup to marine. I am using a live sand bottom with two fairly large (for the size of the tank) pieces of Fiji live rock.
How long should I wait to put the shrimp in? He’s so scared now with the tang picking on him, I want to do it ASAP. There are no other inhabitants of this tank yet, I didn’t even get any little damsels or anything to help with the cycling. Any suggestions?
If you used live sand and the rock is already cured and water came from your other tank I would say you could add it right away. In this case there should be no real cycle. If you are using new rock and water you need to waite until your reading are good.
